In total, 231 Invitations to Apply (ITAs) were issued by the Office of Immigration and Multiculturalism.
So far in 2025, the province has issued over 1,675 ITAs through the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and 374 through the Atlantic Immigration Program (AIP).
Like most other provinces and territories, Newfoundland and Labrador’s allocation for economic immigration programs was slashed this year, leaving the province with 1,050 spots for its PNP, as compared to 2,100 in 2024.
However, in February, the province negotiated an increase of 1,000 nomination spaces, bringing the total number to 2,050. The number of spots for its AIP remained consistent at 475.
This implies that Newfoundland and Labrador has 375 nomination spaces left for its PNP, and 101 spaces left for its AIP for the remainder of the year.
Newfoundland And Labrador’s New EOI System
As Newfoundland & Labrador invites applicants under the PNP & AIP, let us discuss about the province’s new EOI system.
The recent draw marks the seventh draw the province has held since transitioning to a new EOI, i.e., Expression of Interest system in February 2025.
Previously, the provincial government processed immigration applications on a first-come, first-served basis. However, a surge in demand led the province to opt for an EOI model.
The EOI model is a two-step process wherein applicants first submit a form outlining details of their qualifications.
This form is then reviewed by the province, which issues ITAs to those who meet program criteria and labor market needs.
Selected applicants can then apply for nomination to the NLPNP or obtain a certificate of endorsement for the AIP.
What Is The AIP?
The AIP, i.e., Atlantic Immigration Program is an employer-focused pathway to permanent residence for those who wish to settle in one of Canada’s Atlantic provinces, which are:
- Nova Scotia
- New Brunswick
- Prince Edward Island
- Newfoundland and Labrador
Eligible applicants should have a valid job offer from a designated employer in the province and meet specific education, language requirements, and work experience. International graduates from recognized universities/ institutions in the Atlantic provinces can apply without work experience, provided they meet the program’s other criteria.
Those who meet program criteria, including getting their job offer endorsed by the province, can apply directly to the federal government for PR. They are also eligible for a temporary work permit while they await their PR application processing.
