PEI holds the second-largest provincial immigration draw of 2025, i.e., the Prince Edward Island Provincial Nominee Program (PEI PNP) issued more Invitations to Apply (ITAs) for provincial immigration last week through its latest draw. 

Applicants targeted included those already working in the province in priority occupations and international student graduates from select universities and colleges. 

This draw marks the tenth selection round conducted by the province this year. 

As of October 26, the province issued a total of 1,081 ITAs through its Provincial Nominee Program (PNP) in 2025.

Draw Results 

As PEI holds the second-largest provincial immigration draw of 2025, let us discuss the draw results. 

On October 17, 2025, the PEI PNP extended invitations to provincial nominee applicants through two provincial immigration pathways: 

  • Labor impact 
  • PEI Express Entry

This is the second-highest number of invitations issued in any draw conducted by the province this year, with a total of six. 

To be considered for this draw, applicants must already be living and working in the province in a sector and profession deemed valuable to PEI’s economic growth. 

Of these applicants, international student graduates from the following educational institutions obtained further prioritization: 

  • University of Prince Edward Island (UPEI)
  • Holland College
  • Collège de l’Île  

Because of reduced nomination spaces, a high volume of applications, and provincial labour market priorities, the province is prioritising the selection of skilled workers in key, high-demand professions and sectors. 

For 2025, priority sectors include healthcare, trades, and manufacturing. 

According to PEI’s Office of Immigration (OIM), at this time, individuals working in the sales and service sector in particular may not be considered for provincial nomination. 

All draws held by the PEI PNP have been from the Labor Impact and Express Entry streams, except for one, which also included an applicant from the Business Impact Category – Work Permit Stream. 

How To Be Considered For Provincial Nomination?

PEI’s consideration process is based on an Expression of Interest (EOI) intake system. 

Moreover, foreign nationals must submit an EOI (or profile) to the province and indicate which stream they would like to be considered for. 

Once a foreign national creates and submits their profile, they will officially become an applicant, be entered into the applicant pool for that stream, and be ranked against each other applicants in the pool. If necessary, they can update their profile at any time.

If an applicant is selected, they will be invited by the PEI PNP to apply for provincial nomination. 

The province may assess applicants based on more of the following factors. 

  • English or French language skills
  • Educational background, including level, discipline and location of completion
  • Skills and work experience
  • Consistency with strategic priorities tied to PEI’s immediate labour market needs
  • Additional employment-related attributes, such as possessing a job offer from a PEI employer or having prior Canadian work experience.
